RCI TO CREATE WAGERING MONITORING SERVICE AND SECURITY
DATABASE.
RCI Integrity Services to Partner with ESI Integrity Inc.
and MTI
Tucson, AZ, December 9, 2005 - In a dramatic move to fill a long
discussed void and vulnerability to the U.S. racing industry, the
Board of Directors of Racing Commissioners International voted today
to partner with some of the leading technology suppliers for independent
monitoring systems to provide a national monitoring service and
database for pari-mutuel wagering.
The company, to be known as RCI Integrity Services, Inc., will be
a strategic partnership between RCI, ESI Integrity Inc., and Monitor
Technology, Inc.(MTI), a company founded by Isidore Sobkowski. Under
a business plan reviewed by the RCI Board, monitoring services will
commence during the second quarter of 2006 with monitoring and database
services to be provided to wagering system operators and regulators.
“It’s time to stop talking and start doing,” RCI
President Ed Martin said, noting that previous attempts to create
such a system have failed to achieve a consensus of the various
racing industry trade associations. “We have the talent, we
have the expertise, and we have a desire to do something everyone
in the racing industry has said needs to be done and to do it right.”
RCI President Timothy “Ted” Connors said the key players
in this endeavor upon formation in January will be Martin, Alan
Ahac of ESI Integrity, Inc., and Isidore Sobkowski through his affiliation
with MTI.
“RCI Integrity Services, Inc. will cut all the middle men
out and offer a needed service directly to all wagering system operators
and regulatory jurisdictions,” Connors said. “This endeavor
will stand on the merits of the product it offers, be affordably
priced, and offer the racing industry, its regulators, and the general
public a degree of wagering security that has been widely discussed
and desired but not yet achieved.”
ESI Integrity Inc. (ESI) and MTI will be the key technology providers
to the company. ESI is imminently experienced in this area, being
the world’s leading supplier of Independent Monitoring Systems
to gaming regulators. ESI has supplied licenses to over 40 Monitoring
Systems worldwide spanning North and South America, Europe, Asia,
and Africa. Specific to the pari-mutuel wagering market, ESI systems
monitor – in real time – every wager passing through
a tote system in Canada as well as every pari-mutuel wager in the
State of Florida. ESI Integrity Systems currently monitor over $15
billion per year in wagering activity – in real time.
The current Integrity System provides fundamental capabilities for
compiling, monitoring, auditing and alerting for wagering applications.
However some of the more complex forms of fraud require the ability
to monitor trends and patterns in the wagering activity, and the
ability to adapt to different forms of such patterns. RCI Integrity
Services will offer a new module for this purpose developed by the
ESI – MTI team - MonitorPlus - a proven advanced artificial
intelligence-based system for pattern analysis, and automatic rules
detection and generation. The MonitorPlus technology has evolved
from successful projects in stock trade monitoring and online technical
support applications. The MonitorPlus technology is well-suited
for transactional pattern analysis and adaptive learning applications
– characteristics that are central to the ability to monitor
and detect money laundering. The current ESI Integrity System will
be expanded to utilize the MonitorPlus technology to offer a premium
capability for fraud detection and anti-money laundering (AML) through
RCI Integrity Services Inc.
